Use experimental features to potentially enhance the performance when generating statistics.

**Performance Options:**

- CacheEscalations: Cache the latest escalations layers into a dedicated table in the database (ticket_escalation_latest). Biggest win!
- SkipCachingEmptyEscalationValues: Reduces the amount of storage required by not caching empty data.
- CacheTime: Small improvement to reuse time in some calculations.
- Precompute: Uses optimized functions which pre calculates common values.
- Memoize: For the duration of StatsRun certain functions are cached.

**Correctness Options:**

- FixTimeSettingsSet: Fixes an old bug which can in edge cases corrupt memory.
- Fix1970Bug: Fixes an old bug which makes sure the seconds returned arent empty and treated therefore as 1970.

**Debug Options:**

- SqliteDBPath: Use an sqlite database for the ticket_escalation_latest table (for debug).
